1. Mr Walden will be having Planning Talks in Moscow on 20 and 21 January, leaving London on Tuesday 18 January. This will be the first such exchange since 1975.

2. I attach the agenda which has now been agreed for the talks, and would be grateful if Departments could prepare briefing as indicated. It would be helpful if briefs could concentrate not only on the points we should like to impress on the Russians, but also on the questions we should like to ask them whether or not we are likely to get answers. The more the briefs can help promote a dialogue of substance rather than an exchange of well worn formulae, the more worthwhile the talks will be. In some cases however it may be possible to re-use recent briefs by simply adding a gloss. Any existing background material would also be helpful.

3. The briefs should follow the usual format of Points to Make on pink paper and Essential Facts on white. Could they please reach Mr Shand in Planning Staff, Room K 113, by noon on Monday 17 January.
