ANGLO-SOVIET PLANNING TALKS: POINTS TO MAKE (DEFENSIVE)

FUTURE OF HONG KONG (Defensive)

Hong Kong's future was among subjects discussed between Prime

Minister and Chinese leaders in September 1982. Following statement

was issued after her meeting with Chairman Deng Xiaoping on

24 September 1982:

'Today the leaders of both countries held far-reaching talks in a friendly atmosphere on the future of Hong Kong. Both leaders made clear their respective positions on this subject.

'They agreed to enter talks through diplomatic channels following the visit with the common aim of maintaining the stability and prosperity of Hong Kong.'

Meetings to follow up the visit have begun through diplomatic

channels. Content confidential. No timetable set.

3. Given common objective, believe satisfactory agreement can be

reached. We would rule out no possible solution that was acceptable

to the people of Hong Kong and to British Parliament.

4. Hong Kong's immigration policy is a matter for the Hong Kong

Government.
