1. Mr Luce's visit to Hong Kong was part of a tour including
Singapore and Brunei. It was his first since being appointed
Minister of State with responsibility for Hong Kong, although he
had previously visited the territory in 1978. A copy of his
programme is attached.
2.
The draft reply has been cleared with Peking and the
Hong Kong Government.
