FUTURE OF HONG KONG: LINE FOR MR LUCE TO TAKE WITH THE PRESS IN HONG KONG

1. I understand that Mr Luce would like to have by close of play

today our latest thinking on the line to be taken with the press in Hong Kong during his visit.

2.

I attach questions and answers in draft. We shall clear these with

Peking, Hong Kong, FED and News Department.

3.

There will of course, be further developments between now and

the end of Mr Luce's visit to Hong Kong, particularly the outcome of

the talks in Peking on 22/23 September. There may also be public

statements by the Chinese between now and then which we shall have to

take into account. But the attached provides a good starting point.

Any additional suggestions or comments from FED and News Department

would be welcome.
