MR LUCE'S VISIT TO HONG KONG : 24 TO 28 SEPTEMBER 1983

BRIEF NO 10 : BBC FAR EAST RELAY STATION

POINTS TO MAKE (DEFENSIVE)

1.

Grateful for Hong Kong Government's agreement to make Tsang Tsui

site available in Hong Kong at cost (in local parlance "at nil premium"). Hong Kong is likely to benefit from Relay Station, for

example by receiving BBC services much more clearly locally.

2. We attach considerable importance to earliest possible

construction of Relay Station. Designed to improve the quality of BBC's signal in region, particularly in North East China, Korea and

Japan.

3. (If raised) No sign of adverse Chinese reaction. [For use with

officials or EXCO only] They have not seemed to object to BBC

broadcasts in recent years and we doubt if they will fasten on this.
