MR LUCE'S VISIT TO HONG KONG : 24 TO 28 SEPTEMBER 1983

BRIEF NO 1 : STEERING BRIEF

OBJECTIVES

1. a) To reassure the people of Hong Kong of HMG's continuing

commitment to the Territory, and to contribute to the maintenance of confidence. This is especially important as the "second phase" of talks in Peking will resume on 22/23 September.

b) To demonstrate that HMG regards Hong Kong as a top priority,

and values the views of those who live there.

c) To enable Mr Luce to meet leading personalities, and get a

first-hand impression of the current mood in the Territory.

BACKGROUND TO THE VISIT

The Prime Minister visited Hong Kong from 26-28 September 1982,

after a visit to China. When in Peking, Mrs Thatcher agreed with Chinese leaders to enter talks through diplomatic channels on the future of Hong Kong with the common aim of maintaining the prosperity and stability of the Territory. After a series of contacts with the

Chinese, a "second phase" of talks began in July. There were three sessions on 12/13 July, 25/26 July and 2/3 August, all attended by

the Governor of Hong Kong. The first session of talks after the

summer recess will take place on 22/23 September.

3. Lord Belstead, Minister of State with responsibility for Hong Kong from April 1982-June 1983, visited the Territory from 6-10

December 1982.

4. Mr Luce will be the first Minister to visit Hong Kong since the

election. He will be followed by Mr Walker (Department of Energy) in early November from 27 28 October, and probably by Transport, Trade and Industry, and Defence Ministers in the new year. (Mr King in January, Mr Channon in February, Mr Baker in March and Mr Stanley in April).
