VISIT TO HONG KONG BY MR LUCE

1. Strictly without commitment at this stage, Mr Luce would welcome your views on whether it is desirable that he should pay an early visit to Hong Kong. Part of the purpose would be to re-familiarise himself with the situation on the ground; but the factor which is uppermost in his mind is whether a Ministerial visit at this stage is necessary to help boost confidence in Hong Kong (a point which Miss Dunn made forcibly to Mr Luce when she called on him yesterday). Mr Luce clearly does not wish to cut across any plans that the Secretary of State may have: by ''early'' he means before the end of July or early September.

2. One factor which Mr Luce will take into account in deciding on his travel plans will be whether there will also be a need for him to visit Brunei (as he understands may be the case). He would welcome SEAD's comments on how likely it is that this requirement will arise, when we are likely to know, and how soon the visit would need to take place.
