MR LUCE'S TRAVEL PROGRAMME

1. Your minutes of 1 and 13 July. All concerned, including the Governor and Sir P Cradock, support the idea of a visit by Mr Luce to Hong Kong as soon as possible after the holidays. Mr Elliott has commented in his minute of 15 July on the idea of including Peking. At this stage I think it would be very unlikely to be appropriate. SEAD favour including Brunei, Malaysia and Singapore.

We have consulted Hong Kong on dates. They consider that, given leave arrangements and the talks in Peking, a visit by Mr Luce during the period 26-28 September would be best. If Hong Kong was part of a tour including other places in Asia, this would mean Mr Luce arriving in Hong Kong on Sunday 25 September to allow 3 full working days there.

3. At this stage, SEAD see no objection to these timings, which would mean Mr Luce visiting Brunei and Singapore before 25 September. A complication is the arrival of the High Commissioner Designate in Kuala Lumpur on about 16 September. It might prove best for Mr Luce to go to Kuala Lumpur at the very end of his trip, immediately after Hong Kong. SEAD will submit a more detailed itinerary and timings when the situation in Brunei is clearer, probably in early August.

4. I attach for your information a timetable outlining the likely programme of Mr Luce, the Governor of Hong Kong and Sir P Cradock for July-October 1983, including one or two important events such as the Commonwealth Law Conference. I shall be minuting separately on arrangements for Ministerial consultations with the Governor and Sir P Cradock during their leave and also on the question of Mr Heath's visit to Hong Kong and China.
