2. You may find it helpful to look at the briefing provided for Lord Belstead when he visited Hong Kong in December 1982.

3. As Mr Luce will be leaving the UK on 19 September, he will probably want the briefs by 9 September. As I shall be on leave from 5 September, I would be grateful if first drafts could reach me by close of play on 26 August. They should have been cleared with the appropriate departments and should specify clearly where updating may be required.
