1.

We hope to make a public announcement shortly of

Mr Luce's forthcoming visits to Singapore and Hong Kong

(details in TUR). For your own information, we should

prefer, however, while we are still involved in agreeing

texts, not to mention for the moment the possibility of

Mr Luce also visiting Brunei. If questioned, we propose

to say simply that a visit to Brunei is not ruled out

if our defence negotiations, which are going well, requir

this.

2. Please now approach the Sultan as soon as possible,

unless you see objection, and remind him of the Secretary

of State's offer that Mr Luce might visit Brunei in the

/week
