1. I attach a copy of a telegram sent on 2 September that gives the text of the announcement approved by PS MP Luce for use on 5 September. SEAD will advise you on whether or not the reference to Brunei should be included.

2. Mr Luce is the first Minister to visit Hong Kong since the election. The last FCO Minister who visited was Lord Belstead in December 1982. Mr Rees (then DOT), Lord Cockfield (then DOT), Mr Jenkin (then DOI) and Mrs Chalker (Dept of Transport) have visited Hong Kong earlier this year.
