China in September 1982, when it was announced that the two

Governments would hold talks through diplomatic channels with the

common aim of maintaining the stability and prosperity of Hong Kong.

5.9

Meetings in Peking to follow up the Prime Minister's visit

through diplomatic channels began soon afterwards and are

continuing. On 1 July the following statement was issued in Peking, London and Hong Kong:

"Following the discussions between the leaders of the two

countries in September 1982 and subsequent useful exchanges,

it has been agreed that a second phase of the talks on the

future of Hong Kong will begin in Peking on 12 July 1983."

5.10 As part

of the second phase, talks were held in Peking on

12/13, July, 25/26 July and 2/3 August. The following statement was issued there on 3 August:

"The two sides held further talks on 2 and 3 August. As

planned the talks will resume in September. The next round will be held on 22 and 23 September in Peking."

The content of the talks must remain confidential.

IMMIGRATION FROM CHINA

5.11 Hong Kong's capacity to accept immigrants, even temporarily, is severely limited by the strain imposed on its essential services by an already overcrowded population Hong Kong is one of the most densely populated places in the world. Immigration thus represents a constant problem

5.12 The vast majority of immigrants come from China. Between 1971

and 1973 their numbers increased so fast from about 13,500 to some

74,000 a year - that in November 1974 Hong Kong was obliged to introduce a policy of returning to China illegal immigrants

apprehended while entering the Territory, except where there were strong humanitarian reasons not to do this. This policy succeeded
