Thank you for your letter of 23 May about a possible visit to Peking by the Secretary of State. I am sure you are right about the expectations that this would arouse, and the need to reserve such a visit for a specific purpose in connection with the talks on the future of Hong Kong.

2.

As for visiting Hong Kong, you will have seen from my letter of 19 May to Teddy Youde that we have been considering a possible visit to Japan and Korea in the autumn. If this were still on, I think Hong Kong could be included in such a tour without unduly upsetting the Chinese. But clearly we will not be able to take this idea any further until after the election. We shall, of course, consult you throughout.
