1. Mr Holmes's minute of 17 June to Miss Neville-Jones invites a recommendation on a possible trip to the Far East this autumn by the Secretary of State. I have agreed with Planning Staff that FED should coordinate the reply; HKD concur in what follows.

2. The arguments for a Far Eastern trip were summarised in my minute of 2 June to Mrs Blake-Pauley. Since then we have learned that the programme for Tokyo is complicated by firm plans for Chancellor Kohl of the FRG to be in Tokyo from 29 October to 4 November. There is also to be a state visit to Japan by the King of Norway from 18-22 October. As the week between these two commitments is taken up by the state visit to this country of the President of Sri Lanka, I think that we should plan on a Far Eastern trip in mid-November, leaving some interval after Chancellor Kohl's departure from Japan.

On this basis, the tour might take the following shape: Hong Kong

Discussions with the Governor, senior Government officials and Unofficial members of the Executive Council (EXCO) and the Legislative Council (LEGCO). Meetings with leading Hong Kong and British businessmen and bankers. Official entertainment by the Governor, the Unofficial members of EXCO and LEGCO. Possible lunch with the Hong Kong General Chamber of Commerce, including speech. At least one press conference for the local and British media. Other items to be suggested by the Governor might include visits to Castle Peak Power Station, a new town, a refugee camp and a tour by helicopter. Total programme 2 to 3 days.

Japan

Discussion with Japanese Foreign Minister and senior officials; probably 2 or 3 formal sessions of about 2 hours each, cover- ing world political and economic issues. Call on Japanese
