SUBJECT: SECRETARY OF STATE'S OVERSEAS VISITS IN 1984

PROBLEM

1.

The Secretary of State has asked for recommendations

for his bilateral visits overseas in 1984. At the PUS's

meeting of DUSSS on 16 November, you were asked to put recommendations to the Private Secretary.

RECOMMENDATION

BACKGROUND AND ARGUMENT

3. At the meeting of DUSSS, it was decided that the

recommendations to be put to the Private Secretary should

be based on:

(i) a January visit to Nigeria (already agreed) plus one

or two other countries, bearing in mind that the Secretary of State will have a team of businessmen with him;

(ii) visits to the Middle East and to the Far East, one at

Easter, andone in September, the Middle East visit perhaps to include Egypt, and the Far East visit Japan and perhaps

Korea and Hong Kong.
