THE GOVERNOR'S VISIT TO MACAU, 19 MAY 1983

The Governor and Lady Youde paid a first visit to Macau on 19 May, accompanied by the Senior Members of the Executive and Legislative Councils, by the ADC and by me. The visit arose from an invitation by the Governor of Macau, Rear Admiral Almeida e Costa, issued some months ago. It was originally planned for

24 February (Hong Kong TelNo 92) but had to be postponed.

By agreement the programme was very much on the lines of the one carried out by the previous Governor when he paid his farewell visit to Macau in March last year (my letter of 22 March 1982). The main features were a briefing on current and planned developments in Macau, the state of the economy, etc. given by three of the Government Secretaries, a lunch at which the guests included senior Government officials and a number of leading Macau personalities, and a lightening tour of Macau and the islands. Lady Youde had her own programme. A particular feature of this year's visit was the attention paid to it by the Hong Kong press: some 50 reporters, including two television teams, travelled to Macau for the occasion. The press arrangements nonethe- less went smoothly through good cooperation between GIS and the Macau authorities.

As was the case last time, Rear Admiral Almeida e Costa and the Government Secretaries had gone to a good deal of trouble over the briefing. The main emphasis was on the priority being given by the Macau Government to improving (in some cases creating) a proper infrastructure, in particular water and power supplies, telecommunications
