CALL BY GOVERNOR OF HONG AND UNOFFICIAL MEMBERS OF THE EXECUTIVE COUNCIL (EXCO) ON 5 JULY

1.

I am minuting separately to you and the Private Secretary with a brief on the future of Hong Kong for use by Mr Luce and the Secretary of State during the visit of Sir E Youde and the 88 EXCO members. Hong Kong telno 902 says that the Governor does

not expect other issues to be raised, except for wording in passports.

2.

I have already submitted on this subject with suggested points for Mr Luce to make. Despite the Governor's assurance, it cannot be totally ruled out that other matters may be mentioned. I therefore attach points to make and background on Vietnamese refugees and capital punishment, two subjects of current interest in Hong Kong.
