VISIT BY UNOFFICIAL MEMBERS OF THE EXECUTIVE COUNCIL TO LONDON
As you will see from the attached telegram (in the Future Egret series) the Governor would like a press release issued on 5 July after next week's meetings with Ministers. His suggested text is in his paragraph 2.

2. We have no objection to this proposal in principle. has been done in the past in similar circumstances. We do propose however that paragraph 2 of the suggested announcement should be reworded as follows:
''Ministers reaffirmed their commitment to Hong Kong, and their aim of seeking arrangements which would be acceptable to Parliament, to China and the people of Hong Kong. They emphasised the importance which they attached to continuing to receive advice, the Executive Council, who would chatime to be consulted
throughout the talks".
The amendments would slightly water down the aim (in accordance with published statements) and remove the loaded remark that EXCO's advice will be 'taken'.
3. I should be grateful if you could obtain the Secretary of State's and No 10's agreement to an announcement on these lines, incoroporating our revised paragraph 2. You will see that the Governor would like to consult the Unofficials about it in London on Monday.
