Recognise that decision to reverse House of Lords ruling on fees and awards unpopular in Hong Kong. Am aware of Unofficials' displeasure expressed in your letter to the Governor on this subject.

Hong Kong's case was put strongly, but overall sums of money involved if ruling were not reversed were too great. At least we avoided retrospective claw-back for awards.

9.

Agree important that arrangements for joint Hong Kong/ UK funding scheme be finalised as soon as possible. Glad that EXCO approval has been given to them.
