LORD BELSTEAD'S MEETING WITH SIR S Y CHUNG: 12.15 PM ON THURSDAY 5 MAY 1983

I submitted briefing on "the future" with my minute of 29 April to the Private Secretary. The Governor has reported that Sir S Y Chung has not expressed the intention of raising any other subjects, but in case he does I attach defensive briefs for Lord Belstead on other issues. They have been cleared with the relevant FCO departments.
2.
There has been much press interest recently in Hong Kong and here over discretionary registration, under the British Nationality Act 1981, of Hong Kong public servants as British Citizens.
3.
Sir S Y also wrote recently to the Governor, asking him to convey to HMG the Unofficials' displeasure with HMG's decision to reverse the House of Lords' ruling on the meaning of "ordinary residence" in relation to overseas students.
