I attach below some collateral from the US Embassy about the status of Macao and the relevance of that to the future of Hong Kong. It is not surprising that the Americans also think that Hong Kong will be the model for Macao and not the other way round.

I do not think that we need to send a copy to Hong Kong or Peking, particularly as both Sir Percy Cradock and the Governor are quite sure that it is what happens over Hong Kong that matters and that Macao does not provide any precedent at all.
