MACAO: PROPERTY SALES AND RESIDENCE RIGHTS IN PORTUGAL

I attach copies of articles from the Financial Times of 13 January and the Far Eastern Economic Review of 20 January which refer to a scheme operated by Trafalgar Housing whereby residents of Hong Kong are invited to buy flats in Macao which 'carry with them the prospect of residence rights in Portugal', and, after six years, of naturalisation. I understand from Research Department that the 1981 Portuguese Nationality Act, as drafted, allowed naturalisation of foreigners who had lived for at least 6 years in Portuguese territory and had sufficient funds to maintain themselves.
2.
I should be grateful for any background information that you can provide on the final provisions of the Act, in particular on whether it has been amended to cover Macao, and for any other comments you may have on the reports of the Trafalgar Housing scheme.
