The Portuguese have thus come up with a clever scheme to attract foreign investment to Macau and Portugual without risking a huge influx of Hong Kong or Macau Chinese. No doubt it provides excellent opportunities for the traditional Macau art of bribery as well. I will pursue further the workings of the scheme with those responsible for Macau in Lisbon.
