You and Richard Margolis might like to have copies of Bob Longmire's admirable summary of such information as we have on the arrangement reached between the Portuguese and the Chinese on the position of Macao. As you will see there can be little doubt that there is an understanding, and indeed the broad terms of it are fairly clear. What remains uncertain is the form. On this I think Bob has struck the right balance of probability in the paper's final paragraph.
