Firstly, by conincidence, because the then
Ambassadors' diplomatic role started in Paris around the period of the 6th January, and it was that Portuguese Ambassador who undertook to inform the Chinese Embassy about the said decla- ration. Furthermore, the Chinese believed that the Ambassador was an influencial person who had direct contacts with the Minister of Foreign Affairs in Lisbon, the person who was responsible for the announcement of the declaration.
There were distinctions in the talks and topics, these were classified under "conversations", when these dealt with general information, personalities as well as on general exchanges of views, all of which did not compromise mutual Governments. The other topic came under "negotiations" and this would then involve Government to Government policy.
In 1978, a representative of the Chinese Embassy called on the Portuguese Ambassador and handed him an important paper. This document consisted of 3 points:-

That China was prepared to stablish friendly relations with Portugal. That Official talks on this matter could start with that objective in mind.
That Paris would be the venue of such talks. That both the Portuguese and the Chinese Ambassadors in Paris ought to be designated to lead the discussion teams.
Portugal accepted the term despite frequent
changes of Government in Lisbon.
By this time also, Macao had a new Governor, Col. Garcia Leandro, who, on being informed of this goodwill took advantage of the situation and acted in two directions. Firstly, he encouraged new development, which included the two islands, Taipa and Coloane. He also invited Foreign investors to Macao. Secondly, he secured greater local autonomy and authority to govern Macao without consultation with Lisbon.
This was welcomed by China as she was very concerned over the influence which Russia had on Lisbon's Government. With foreign and other investments Macao would become free of this influence, and the Chinese made it known it would assist Macao's development.
Meanwhile in Paris, the discussions over diplomatic relations were progressing, but Macao was never touched upon. China requested facilities in Lisbon and this was given by allowing the CNA to open an office in Lisbon.
