ANNUAL REPORT FOR 1983

The centerpeice of the next Annual Report is to be a chapter on the constitution and administration of Hong Kong. There is to be a short passage, within the section on foreign relations, on the role of the British Government and the Political Adviser. I enclose a draft. I discussed this briefly with Robin McLaren before he went on leave and the draft has been seen and approved by Bim Davies and the Acting Governor.

I should be grateful for your comments on the draft, in particular to know whether you see any objection to including a paragraph along the lines of para 4.

I cannot yet give you much idea of the way in which the various contributions are going to be knitted together. I understand that Denis

Bray is still considering how to give a coherent thrust to the whole chapter and what this should be.
