We have not lost sight of the need to send the Review. However, a Review written at the end of 1982 only seven months after the Governor's arrival and two months before our first deficit budget for many years - seemed inappropriate. Accordingly, the Governor took the view that it would be better to send his Review in May this year, by which time he will have been in office for one year and the financial and economic situation will be clearer. In reaching this view, he had regard to the point on timing
contained in paragraph 2(c) of FCO Circular 0 114/80 attached of 24 June 1980.
We will ensure that the Annual Review
reaches you in May.
