Introduction
On May 8 1982 Lord MacLehose left Hong Kong after 10-and-a-half years as Governor, a term closely matched only by Sir Alexander Grantham just after the last war. The decade during which he served here saw a rapid growth of the economy and in the standard of living, a fitting tribute to his stewardship and to the talented team of senior officials and unofficials which he led.

In his Annual Report for 1981, Lord MacLehose was able to comment favourably on the state of confidence in Hong Kong. In February 1982 the Financial Secretary was able to present a budget forecasting a growth rate of 8% in GPD. There was reasonable optimism about the future of Hong Kong.
