HONG KONG ANNUAL REVIEW

1.

I submit the Governor's Annual Review for 1982-83. Sir

E Youde took the view that it would be better to send his Review

in May this year, after his first full year in office. It thus appears one year after Lord MacLehose's Valedictory Despatch.

2. The Governor has requested that his Despatch be given a limited circulation because it touches on sensitive aspects on the future of Hong Kong and on measures needed to maintain confidence. Lord MacLehose's Valedictory Despatch was similar in this respect.

On that occasion instead of producing a sanitised version for the General Series, we gave it a very limited distribution. I propose to do the same this time and limit circulation to the recipients of this minute, and on a personal basis to the Private Secretaries of the Secretaries of State

for Trade and Defence. I have thanked the Governor for the despatch.

The Governor's arrival a year ago fuelled speculation about the future of Hong Kong. This was further intensified by the Prime Minister's visits to China and Hong Kong last September. Since then, as the Governor reports, concern about the future has been uppermost in everyone's minds, and has affected almost every aspect of life in Hong Kong.
