GOVERNOR'S SPEECH TO LEGCO, 1983

1. You asked for comments on PS/Mr Luce's note of 18 October.

2. I have spoken to Mr Wise of the HKGO and Mr Halldearn of DOT, the secretary of HKTAG. They have both confirmed that one of their main functions is to press home at every possible opportunity the message that the Hong Kong economy is recovering fast and that there are plenty of opportunities for UK firms interested in trade and investment in the territory. The Hong Kong Trade Development Council are of course active in this field. All of them have access to the information they need, including the Governor's speech, Sir J Bremridge's half-yearly review and relevant economic and trade statistics.

3. I do not think, therefore, that there is anything more that we ourselves need do in this area. The Governor's speech is of course an excellent quarry for us to use in providing background information on a variety of subjects. I have circulated it to Ms Walker, Mr Williams and the future section, and shall draw on it when revising our background brief at the end of this month.

1. Mr Luce has read this with great interest. He thinks that the Governor covered a lot of good ground and hopes that we can use this material whenever necessary to boost confidence. We should certainly ensure that the relatively up-beat message on the economic side gets back to UK firms interested in trade and investment in Hong Kong. No doubt our Trade Commission Office in Hong Kong already has this in hand but, if you feel there is more we can usefully do at this end, Mr Luce would be grateful if you could take action accordingly.

I attach the speech and a summary by Mr Hoare. speech has been critcised as dull but in fact it was a skillful pesce of work. Apart from the very bland piece on the future it contained a mass of information on plans for development and on hopeful prospects for the economy. It is a quarry for use in convincing potential investors and other governments that there is a future worth supporting.
