I attach the speech and a summary by Mr Hoare. speech has been critcised as dull but in fact it was a skillful peice of work. Apart from the very bland piece on the future it contained a mass of information on plans: for development and on hopeful prospects for the economy. It is a quarry for use in convincing potential investors and other governments that there is a future worth supporting.
