The PUS minuted to me on 17 November following

his meeting with Mr Evelyn De Rothschild.

2. On Mr De Rothschild's point about the unrepresentative

nature of EXCO and the need to build on and increase the

local councils, the Governor has been giving very careful

consideration to ways in which greater public participation

might be introduced into the Government of Hong Kong.
