HONG KONG : URBAN COUNCIL ELECTIONS

Elections for the 15 elected seats in the expanded Urban Council took place on 8 March. This was the first election held under the new franchise used for the District Board elections in September 1982.

A record number of 127,303 voters turned out, representing 22.4% of the registered electors. This compares with 6,195 voters (18% of the 34,381 registered electors) at the last Urban Council elections held in March 1981. It is, however, lower than the number who voted in the District Board elections (35% of the 706,833 registered electors).

A list of successful candidates is attached. It includes 8 serving members and one former member of the Urban Council. The success of three young social workers, two of whom are members of the People's Council on Public Housing Policy, is interesting, and may lead to a more lively atmosphere in the Council.

The election was extensively covered in the Hong Kong press. The general assessment was that this was a good turn-out that showed a change in public attitudes to the Council. The Hong Kong Government considers the election to be an encouraging demonstration of interest in the electoral process for one of the Government's major councils.
