PROCEDURAL CHANGES IN LEGCO
1.
The Times of 1 August carried an article by Richard Hughes
about the recent "radical changes and reforms in constitutional
procedures" in LEGCO, which seem to have been announced last
week.
2.
These changes are presumably the outcome of the working
party referred to in the Governor's speech on 5 October 1982.
