The principal resource implication of implementing the recommendations in this Report would relate to the proposals to make extensive use of select committees (paragraphs 13 to 22). The Working Group did not assess the full implications of this proposal, but there would clearly be a need to have additional Deputy Clerks of Council to act as secretaries to select committees; there may also be staffing implications for the UMELCO Office and the Law Drafting Division of the Legal Department. A greater need for the Hansard service could be envisaged, and if speeches were to tend towards the less prepared there would be a need for an improvement in the quality of the Hansard service. There would also be a greater demand for Simultaneous Interpreters.
