1. Thank you for your letter of 6 August enclosing the

report of the Working Group and other associated papers.

2. Having read the report, I can quite see why you

considered the whole thing a pretty basic exercise.

I suppose the whole fuss just goes to show how even the

smallest thing can nowadays be blown up out of all

proportion. I do not propose to bother Ministers on this

occasion, unless they inquire about the press reports on

return from leave.
