Article 74

"Members of the United Nations also agree that their

policy in respect of the territories to which this

Chapter applies, no less than in respect of their

metropolitan areas, must be based on the general

principle of good neighbourliness, due account being

taken of the interests and well-being of the rest of the

world, in social, economic and commercial matters.

Hong Kong

In 1972 the United Kingdom ceased transmitting information on

Hong Kong to the UN Secretary General, following the adoption of

a recommendation by the Committee of 24 at the instigation of

the People's Republic of China that Hong Kong be removed from

the list of non-self-governing countries to which Article 73(e)

applied. HMG put on record that the reason for the United

Kingdom discontinuing to transmit information on Hong Kong was

because no useful purpose could be served by this. It was also

recorded that the action of the General Assembly in no way affected the legal status of Hong Kong.
