I think that, when collated, it should be submitted by MVD or NTD whose subject it is.
2.
I consider that supplementaries should be provided as follows:
Effect of Hong Kong, Gibraltar and Montserrat Ordinances and how they have changed the position prior to them.

Will other DTs introduce Ordinances?
If so,

Any persons who before BNA 1981 had right of entry or abode in DTs, particularly former CUKCs, BPPS, etc, now deprived? If so, numbers and origin. Any stareless?

Do British citizens have right of entry or abode in DTs? Any deprived by Hong Kong, Gibraltar and Montserrat Ordinances or by other DTs intended Ordinances?
I think that the present single supplementary is perhaps not exact: do not some BDTCs have British citizenship as well, eg Gibraltarians who register, Falkland Islanders and others? Is it possible to have dual BDTC of two territories?

The background note should start with a list and populations of our DTs. It should follow with a brief description of effect of BNA on DTs ie, change from CUKC etc to BDTC; it should spell out the difference between right of entry and right of abode. It should include as well a note on the current state of play on the other DTs,eg in Caribbean, amending their legislation.
I think you will need to go across and see Mr Cambridge to work out answers to the supplementaries etc.
