Most other subjects are 'defined domestic matters' dealt with by the Council of Ministers, responsible to the people through the House of Assembly. The House of Assembly has 15 elected members;
a Speaker; and two ex-officio members, the Attorney-General and
the Financial and Development Secretary. General elections are held at least every four years. The last general election was
held on 6 February 1980. In general elections every elector may
vote for up to 8 candidates. The 15 candidates receiving the most
votes are successful.

The elective composition of the House of Assembly is:
Government: Association for Advancement of Civil Rights/
Gibraltar Labour Party (AACR/GLP) 8 members. Chief Minister
and Leader of the party, Sir Joshua Hassan.
Opposition: Democratic Party for British Gibraltar (DPGB): 6 members. Leader of the Opposition and of the party,
Mr Peter Isola.
Gibraltar Socialist Labour Party (GSLP):
1 member,
Mr Joe Bossano, who polled the second most votes in the
election and is also locally elected branch officer of the Transport and General Workers Union (TGWU).
There are also two small parties, the Partido Socialisto de
Gibraltar and the Party for the Autonomy of Gibraltar. Each of the five parties has a weekly newspaper.
Labour Relations
11. Politics and trade unionism have in recent years been closely
linked in Gibraltar. About 65% of the 14,000 civilian work force
in Gibraltar is employed by the Gibraltar Government, the Ministry
of Defence or the Property Services Agency. Most workers, including the 3,000 Moroccan migrant workers, and most of the workers in the private sector, belong to local branches of United Kingdom trade unions. The TGWU has about-6,000 members. Public sector employees achieved parity of wage rates with the UK in 1978. Since then,
labour relations have been largely untroubled.
