17 [if pressed on Blands]. The proposals put forward by Blan

Ltd contained a number of imaginative ideas. But, they do not meet the

necessary criteria to the same extent as those put forward by

the company which has been recommended as the preferred potential dockyard managers A & P Appledore Ltd).

Development Aid

18. £13 million has been set aside by the Overseas Development Administration asa contribution towards Gibraltar's 1981-86 development programme. This figure included the £4 million aid tranche agreed in December 1981. Most of the total sum

has now been either allocated to approved projects or earmarked

for projects still under discussion. Proposals for the use of

the remainder are expected from Gibraltar shortly.

Defence Lands

19.

A matter for my right hon Friend the Defence Secretary.

The Government are well aware of the feelings of Gibraltar

leaders over this matter.

Nationality

20.

Under section 5 of the British Nationality Act 1981

British Dependent Territories citizens who owe their citizenship

to a connection with Gibraltar are in addition entitled to be

registered as British citizens.
