PRIVATE MEMBER'S MOTION : DEPENDENT TERRITORIES : 15 APRIL

Mr Bowley's (Parliamentary Clerk) minute of 31 March. I have only today succeeded in contacting Mr Stanbrook MP to obtain further details on his Motion. He confirmed that he will not be giving the actual text of the Motion to the Table Office until Thursday 14 April. He proposes, however, to let Mr Onslow

have a copy of the draft speech by Thursday 14 April.

He said that he proposes to speak for about 45 minutes. It will be "fairly inocuous", and will cover the following main points:

self-government for those Dependent Territories who

desire independence;

a common citizenship for the people of those Dependent Territories who wish to remain dependent;

to make it clear that those who wish to remain dependent may do so.

He proposes to tackle the Motion in two parts:

General problems involving Dependent Territories

(i) HMG policy towards Dependent Territories should be

reiterated and, eg, Spain, Argentina be told firmly that there is nothing to be gained by attempting to force HMG's hand;
