The Secretary of State for Foreign and Commonwealth Affairs has approved the appointment of Mr CHAN Nai-keong as Secretary for Lands and Works. He will succeed Mr David McDonald who will be retiring in July after 28 years of public service in Hong Kong.
Mr CHAN, aged 51, was first appointed as a Pupil Engineer in 1952 and, after a series of promotions, was appointed to his present rank of Director of Engineering Development in October 1980. He holds a Diploma in Civil Engineering obtained at Loughborough College, UK. He is a Fellow of the Institution of Civil Engineers, a Fellow of the Institution of Highway Engineers, a Fellow of the Hong Kong Institute of Engineers, a Member of the Institute of Transportation Engineers and an Official Justice of the Peace. He has served in a wide variety of posts in the former Public Works Department and is currently Deputy Secretary (Works), Lands and Works Branch. He has acted as Secretary for Lands and Works on several occasions.
Mr Chan will be appointed as an Administrative Officer Staff Grade A and will be acting in the rank of Secretary, Government Secretariat when he assumes his new post.
The Secretary of State has also approved the appointment of Mr Alan Carter as Director of Immigration. He will succeed Mr Ron Bridge who, as announced earlier, will become Commissioner for Labour later this year.
Mr Carter, aged 53, joined the Hong Kong
Government as a Chief Immigration Inspector in 1966 on transfer from the UK Civil Service, where he had served for 17 years, mainly in the Immigration Service. He was pro- moted to Principal Immigration Inspector in 1967, to Assistant Director of Immigration in 1971 and to Deputy Director of Immigration in 1978. He was appointed Official Justice of the Peace in 1971 and was made a Companion of the Imperial Service Order in 1980.
