APPOINTMENTS TO HONG KONG EXECUTIVE AND LEGISLATIVE COUNCILS

PROBLEM

1. The Governor is proposing to change the composition of

the Executive and Legislative Councils in order to increase the

proportion of Hong Kong Chinese representation.

RECOMMENDATION

2. I recommend that we give informal approval to the Governor's

suggestions in advance of his submitting his formal recommendations

I attach a draft telegram. The department's Legal Counsellor

concurs.

BACKGROUND

3. The background is in Hong Kong telegram number 619.

The Governor's suggestions for gradual increased local Hong Kong

Chinese representation is in line with our own thinking. His

proposals will entail amendment to the Royal Instructions as

described in the draft telegram but this should pose no

problem from our point of view.
