This circular despatch is addressed to the Governors of Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands and Dependencies, Gibraltar, Hong Kong, Montserrat, St Helena and Dependencies and the Turks and Caicos Islands, to the High Commissioner, British Antarctic Territory, the Commissioner, British Indian Ocean Territory, and the British High Commissioner at Wellington as Governor of the Pitcairn Islands. A copy of this despatch is being sent to the Ministry of Defence (DS 11) for consideration in respect of the Sovereign Base Areas of Akrotiri and Dhekelia in Cyprus.

By copy of this despatch, the British Government Representative in Bridgetown is requested to invite the Government of St Christopher and Nevis to agree to the new Treaty being ratified expressly in the name of the Associated State when it is ratified by the UK, and to agree to its provisions being brought into effect Nevis by UK Order in Council.
