1. We have now received Home Office advice on the assurances of the

1 Liberian authorities on the question of the death sentence and I attach a draft submission.

2. In commenting on my minute of 17 December informing Lord Belstead of the situation Mr Donald agreed that we should make enquiries in Monrovia about the likekly sentence should Lam by convicted, and noted that it may be helpful if the victim was a fellow Hong Kong Chinese (this is so) in the sense that if a Liberian national had been killed the pressures in Monrovia from family and friends might have inclined a court to eschew all leniency.

3. As I shall be away until 4 January I should be grateful if any comments on the attached draft could be telephoned to Mr Glover by close of play tomorrow 30 December.
