Paragraph 74: Add at the end of the paragraph:

'Hong Kong are strongly in favour of provision for voluntary return'.

This will need to be discussed with Mr Astin (Hong Kong Acting AG) at the meeting of the UK Delegation on 19 November. Hong Kong make extensive use of voluntary surrender and it will be interesting to discover how this is done under the statutory powers conferred on Hong Kong magistrates as to the scope of conditions that may be imposed on the grant of bail.
