62. Although the Scheme restricts the provision for consent to offences of a similar nature there is no such limitation in

Section 3(3) of the 1967 Act. It is not known why such a limit was included in the Scheme and we can propose that the reference in Clause 13(2) and the proposed (4)to "of the same nature as the offence

of which he was returned" should be deleted.
