REVIEW OF THE SCHEME
5. The Commonwealth Secretariat commissioned Professor Shearer to prepare a
discussion paper for the Law Ministers meeting in Barbados in 1980. The
subject was not considered in detail at that meeting but Law Ministers gave
their general views on the issues raised and they agreed that the matter should
be considered at a special conference before the 1983 Law Ministers conference.
The United Kingdom made no contribution to the discussion in Barbados primarily
because the review of the Extradition Act 1870 and our involvement in the
elaboration of an extradition convention within the EC made it inopportune to
become involved in discussions which could commit us to early amendment to
the Fugitive Offenders Act.

Professor Shearer has prepared a consultative document which takes account
of the paper which he presented to the Barbados meeting. The consultative
document is to be used as a basis for the discussion at Marlborough House.
