Paragraph 60
The absence of any provision for voluntary return in the UK Fugitive Offenders Act 1967 has caused sericus practical problems. Although we have been able to overcome these due to the wide statutory povers conferred on our magistrates as to the scope of conditions that may be imposed on the grant of bail, this is not entirely satisfactory. A statutory procedure for voluntary return, subject to satisfactory safeguards, is both desirable and appropriate.
