recommend that the Home Secretary proceed with the issue
of a surrender warrant.
8. It does not seem appropriate for Ministers, as
requested by the Governor, to be expected to commit
themselves in advance to a particular position in
Parliament. The draft telegram goes as far as the
Governor needs to make his decision.

9. Lord Belstead, to whom the matter was mentioned
during his recent Far Eastern tour, has expressed a
wish to be kept informed of developments in Lam's case.
